By 2012 it is projected that auto body and wreck repair shops will be mandated to use waterborne refinishing materials rather than solvent borne refinishing materials to reduce green house gases. Although many shop on the west coast have already followed suit, those on the eastern coast are just now responding. Cave Spring Auto Body has decided to go ahead and do it now, rather than wait for the mandate. "They've talked about this for 20 years," Dean Martin, owner of Cave Spring Auto Body said. "Everything we use now is cleaner, which is better for the environment." The use of waterborne coating was originally adopted into a legislative mandate by the European Union in 2007. In 2006 California Air Resources Board proposed legislation to reduce volatile organic compounds (VOCs) for all refinish products. In July 2008 the South Coast district in California had adopted the legislation and others such as San Joaquin and Santa Barbara in 2009. Others are expected to follow the trend in the next few years. The Ozone Transport Commission (OTC) which covers the eastern seaboard is expected to recommend the limits in 2011 or 2012 for VOCs. Martin said that his shop began using the waterborne soluble paint and materials at the beginning of April.
"It's still a hazardous material, but not as bad. The difference in what was used and is now is how it evaporates," Martin said. "The new paint is better and doesn't change the quality. It's probably closer to a manufacturer's quality to get back to pre-accident condition." In fact he said that it is actually a better color match all together, but making the change hasn't come free. Eight of his employees will have to be trained on the new product and new equipment had to be purchased. "We've been really open minded about it and we pushed for it. We knew it was out there and we didn't want to be the last shop to do it, we wanted to be the first to do it." According to Blake Harris with Blue Ridge Color, "The investment on behalf of the shop is significant. It's cost Cave Spring Auto Body about $30,000. The whole thing is, paint is bad for the environment. There hasn't been a lot of emphasis until the clean air act was put into place to reduce the greenhouse gases." The new waterborne soluble paint can be easily cleaned with water, whereas they used to clean up the paint with mineral spirits and turpentine. "We had played with it four years ago, but the product wasn't ready," Martin said. "The fact that Cave Spring Auto Body has taken on the challenge and will be prepared is a good step," Harris said. "Being respectful to the community is important. it's a bold move in my opinion to go ahead and do this before they mandate it." Martin has owned Cave Spring Auto Body for 11 years and it has been in its current location at 5920 Starkey Rd for six years.
